Objective: To equip participants with the skills and methodologies necessary to develop comprehensive Strategic Plans or Risk Management Plans for organizations, focusing on achieving goals while mitigating potential risks.

Course Project: Participants will develop either a Strategic Plan or a Risk Management Plan, demonstrating their ability to integrate strategic vision and risk mitigation into actionable documents.

Dr. Barham is a distinguished academic and professional with expertise in Urban Planning, Sustainable Development, and Public Administration. A Fulbright Scholar, he holds degrees in Management and Economics, Public Administration, and a PhD in Urban and Public Affairs. He served in the Jamaica Defence Force for nine years and has contributed to police oversight and reform, as well as designing performance systems for the Jamaica Constabulary Force. As a lecturer, he taught Project Management, Strategic Management, Public Policy, and Public Administration at the Management Institute for National Development (MIND) for five years.

Following this, he worked as Senior Director Director at the Ministry of Tourism for four years in charge of Planning, Project Management, Monitoring and Evaluation; and Chief Technical Director at the Office of the Cabinet for three years in charge of Performance Management and Evaluation for the entire Government of Jamaica. His interests include urban resilience, disaster management, and sustainable development, reflected in his work on Jamaica’s Solid Waste Master Plan and strategies for innovation in the water sector.
